This CATEYE PADRONE computer does not include a fixed support, it only includes a support fixed by elastic bands.

Does the cycle computer come with the handlebar bracket shown in the photos?

No it´s not the same as the one shown in the picture it´s a simple around the bar clamp not an offset one as shown.

No, this computer only comes with a rubber strap (elastic). But it fixes very well and is registrant.

Is this item waterproof and does it come with the sensors and bracket?

Withstands some drizzle but is not waterproof. It also includes a sensor for the wheel, but it has no support, just a clamp to fix the handlebars.
